Abstract: The project’s implementation includes the procurement of several contracts that falls in the following categories: goods, consulting (individuals and firms) and non-consulting services for digital transformation services, digital transformation of government services and demand for digital technology and innovation.

The Government of Belize is currently implementing the Digital Innovation to Boost Economic Development in Belize (DIBED) project. GOB intends to seek consulting services: Consultancy Services to Design a Digitization of Historical Records Strategy for the Land Registry.
Objective:
The objective of this consultancy is to support the development of a Strategy and Plan for the implementation of Historical Records Digitization Programme for the Land Registry Department in the Ministry of National Resources, Petroleum and Mining (MNRPM).
The scope of services is to conduct pre-digitization activities, including but not limited to an assessment, quantification of records, records requirement gathering, metadata standardization, document categorization, resource identification, digitizing methodology and workflows, implementation plan, digitizing policies and cybersecurity and data center infrastructure.
The Ministry of Economic Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
From the expressions of interest received, the Executing Agency will prepare a short list comprising not fewer than three (3) and not more than five (5) eligible firms.
Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Policies.
