Assignment title: Recruitment for RRB Finance Officer

The Government of Belize through the Ministry of Finance, Economic Development and Investment has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Resilient Rural Belize Programme (RRB) and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the post of Finance Officer.
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Resilient Rural Belize Programme.
The consulting services (“the services”) include:

To coordinate, supervise and evaluate the functioning and operability of the RRB administrative and financial systems in accordance with the standards issued by the national governing bodies and adjusted to the information demands of the multilateral contracting entities;

To implement and update the financial management guidelines and procedures that apply to programme receipts and payments, establishing control mechanisms for financial funds, bank accounts and deposits while ensuring that the funds are administered and executed for the purposes intended in an open and transparent manner, and ensuring that the Programme Manager (PM) and the PMU are aware of risks arising from any weaknesses in the internal control system, and take steps to minimize these risks.
The duration of the assignment is for a period of one (1) year and may be extended based on performance.
This request for expressions of interest (REOI) follows the general procurement notice that appeared on the IFAD website on August 17, 2023, on UNDB on August 17, 2023 and on Amandala and Belize Times newspapers on August 11, 2023 and August 18, 2023.
